THE CHALLENGE

A munic­i­pality in growth, with an ambi­tion to develop and become known as an inno­v­a­tive and compe­tent orga­ni­za­tion that is one of the most effec­tive munic­i­pal­i­ties in Norway.

PROCESS

Analyze and under­standing about what the strategy means for the envi­ron­ment. Strategic advi­sory to ensure compre­hen­sive imple­men­ta­tion plans. Our network analysis shows there was a need to connect the people in the orga­ni­za­tion better. To ensure good commu­ni­ca­tion, it was impor­tant to imple­ment Work­place by Face­book with an ambi­tion to give all employees a voice. It was Impor­tant to include part-time employees.

New system in Våler MunicipalityThe intro­duc­tion of Work­place gave all employees in the munic­i­pality a voice and an oppor­tu­nity to contribute more actively. It ensures that employees and the envi­ron­ment work with and under­stand the chal­lenges and the strategy to solve those chal­lenges. A simple version of our tech­nology adop­tion program was imple­mented. There was good internal commu­ni­ca­tion around the project, focused on conducting a network analysis that provided insights about how the orga­ni­za­tion actu­ally works today. Mapping simple internal processes and plans for automating manual processes. Internal and external “futurecafe’s” created further involve­ment and under­standing among employees and their surround­ings.

CHALLENGES AND FINDINGS
  • Impor­tant to connect the values to new ways of working. It takes longer than you might think.
  • Our Network-analysis showed isolated agen­cies and few expert-networks, but there is great desire to work across sections and depart­ments.
  • Impor­tant to create mandates for inter­ac­tion experts in each depart­ment to ensure the adop­tion of new tech­nology.
  • The ideas of the orga­ni­za­tion have nowhere to go — need for an inno­va­tion process.
  • Many employees want to auto­mate manual routines that take too much time.
RESULT
  • Better under­standing of the strategy and effi­ciency work throughout the munic­i­pality.
  • A more open orga­ni­za­tional culture.
  • Uncov­ered manual processes that can be replaced by Digital Helpers or BOTs
  • All part-time employees and non-email employees are now inter­con­nected.
